The Pedro Cays belong to the Government of Jamaica which leases them with a special pro- viso that the seals are not to be touched, still anyone who would undertake not to destroy needlessly and who would supply the Government with specimens would be allowed to capture a limited number. I under- stand March is the only time they can be taken, then they are breeding and may be
